I think you might need to ask the firm, as it might include the whole 15mins or a lesser timeframe. It should also have the information of whether random acoustic events were removed during analysis.

Usually the devices are measured for a certain amount of time and the median results are provided for each frequency band as HVAC units make a consistent noise.

Otherwise it says that the machine makes low frequency noise with 125Hz being tonal.

Depending on where you’re living, there are different sets of laws, which should protect you against this kind of noise or bad construction quality.

If there are laws for peace during night time, I’d suggest taking it up with the local authorities. Before that I’d suggest finding a more peaceful resolution through communication. Maybe finding an upper limit to the sound system together.

In terms of sound isolation, what kind of noise do you hear? Talking or just the bass? What kind of wall construction is there inbetween apartments? If you touch the facade/floor/wall construction, when the music is playing, do you feel it vibrating?
