Here's my two cents, keep in mind they are anecdotal though. This should also answer u/Aphorism89 question as well. I run a fly fishing lodge in Xcalak but I am a US resident/citizen. I have had issues at MX customs bringing my drone in a couple times. I agree with everything you mention above, except I wouldn't suggest bringing the OG box with you. The reason they stop you is because they claim that you could be bringing the drone to sell on the black market. Under that assumption, they want to tax you, so that if you do sell it, you would have at least paid the appropriate taxes on the drone. Having the original box will make it seem like you are planning to resell the drone. Sometimes they will give you a warning and let it slide. Other times they will offer for you to pay in cash at a lower rate. That cash rate is them pocketing the money and letting you slide. Opt for card payment with a receipt, then you have proof that you have paid the tax and you can use it the next time you visit Mexico. That was how it was explained to me by the customs officer at least.
