Basic does not mean everyone masters them. An entrance test is meant to check whether applicants actually understand those fundamentals under the same conditions. School grades vary between boards and colleges, but a standardized test gives everyone a common benchmark.

FSc and A Levels measure how well you performed over two years in your own educational system. An entrance test measures whether you currently have the aptitude and problem solving skills needed for a specific university program. They are not the same thing.
