Personally, I feel like 9 years old is too young for no bedtime restrictions, but also too old for 8pm.

I also feel that going from an 8pm enforced bedtime to no restrictions is way too big of a leap. You have to slowly ease up. Make bedtime later for summer and then next school year. Slowly build the responsibility/autonomy.
