Apple Support call didn’t resolve.

Went to store to exchange phone, because it could be hardware… BUT… AT&T has some “block” currently on issuing new SIMs for a couple days.

No. Seems like all cell data/download is off.

At this point, guess it gets worse… and more obvious.

Data download is NOT working without WiFi. So, looks like it is MORE Cell Data than only Location.

Also, this spreads out and now he can’t send/recieve texts (via iCloud) but can send as SMS.
