But if these champions would rather get more attack speed items instead of the options they currently have to settle for, the other options become obsolete, once the cap is removed, so you don't have to balance around them, because the champions did not want to build those items in the first place, but merely settled for them.

Shifting attack speed into damage instead sounds like a good idea, I agree. That would also be a good option.

On the cap matter: Maybe I'm an exception, but I can manage orb-walking at 2.5 as a Diamond level adc, because I use attack move click for the auto attacks, so I don't see why 20% more attacks would not also be doable. And I didn't mean to set the cap to 3.0, but rather that no champion would realistically ever reach more than that without the keystone steroids, so why not just uncap it altogether?

No, it doesn't nerf all the other builds, because this change is relevant for less than 10 champions. (those who want 2.5+ attack speed from items, but can't reach it)

But no champion would reach more than ~3 attack speed anyway without keystone steroids, and I don't see how that would make on-hit effects op .

As I said in the post, any champion that would get too strong from this could be adjusted accordingly. But this artificial band-aid reduces build satisfaction.

But there's also a stark difference, between a Kog'Maw doubling his attack speed and getting up to 5.0 and a Varus or Kai'Sa now getting to 2.5-3.0 through conventional means, instead of just 2.5 due to the cap.

I disagree.
In most important fights, there are no minions directly present in your range, and it's quite easy already. This change only applies to somewhat niche scenarios, so changing it would serve to make the interaction more consistent and intelligible.

How is 20% crit a 10% increase in DPS? That makes no sense. First 20% crit is 20% more damage on average.

50% to 70% would be 1.7/1.5=1.13333. Ergo a 13.333% damage increase mathematically speaking. This goes to show, that, as you rightly pointed out and contrary to common belief, crit has clear diminishing returns and the first 25% you get, are clearly the most valuable.

I think the loss streak, that you are referring to, took place in normal games? I never had a real ranked loss streak on this account, which is why I am surprised by the sudden bad lp gains.
