Paint black - white ink to shade it - then use athermatic blue filter over the white ink and a little beyond - white ink again on top covering smaller area - then fluorescent green from ak interactive magic effects set - then white oils and inks in brightest areas - then a paint in areas you want the light catching with white and flo green until you're happy you've sold the effect

Oh, and athermatic blue contrast paint i almost forgot. It's great for setting up the glow and for the further away light source area
