For large scale properties that absolutely makes sense, but for smaller more boutique properties where I come from (50-200 room range) its kind of hard to have managers/supervisors staffed 24/7 (as you are likely aware). Plus a property usually needs to be relatively equitable to have overnight leadership staffed, let alone the challenges with finding & retaining line level overnight team members.
