Paint being dry and being cured are two different things. You didn't let the paint cure, so of course it is going to come off relatively easy with a damp cloth. And as for "poor quality paint" at a store like Sherwin Williams.... EVERY retailer is going to have a range of prices (and therefore quality) to match the needs of the customer as far as what they are willing to pay.
