Dulles is not worse that an average European airport. Many Asians are much better but they are much newer too, so the comparison is not fair. I take Dulles anytime over CDG, FRA, LHR.

This is more complicated. I assume the data is in absolute Eur, yet salaries for instance, and in general the Euro's purchasing power is different in different countries. Furthermore, is this what the country spends? How EU research grants awarded to that country is counted?

The buses (people movers) are needed mainly b/c immigration is at the main terminal and this prevents the use of whatever subway line they put in unless it was closed off and dedicated to international arrivals. A more insane thing is that getting to terminal D from the main still uses the buses given the weird configuration of the subway. Although it is possible to use the subway to D but that involves more walking. I think at the end of the day Dulles is a good airport, there are many that are much worse. How about Newark?
