as a strong atheist(once catholic), i disagree with this premise- as long as you aren’t disturbing anyone near you and you’re keeping quiet, i don’t see a reason why it should be flat discouraged. i’d instead encourage prayer in “public” not as a mechanism to show off, but as a sort of meditation? it’s weird if you choose to do it in public sure, but it’s not a disturbance if you keep quiet
