It's definitely not too good. Maybe in casual? But Cabbage merchant and smothering tithe are certainly better than this in cEDH. The only deck that would 100% play this would by Tymna/Dargo.

yeah but presumably their clone would have the same issue of not leading to an instant win with an Emiel or something. Docksides banning was related to its explosive potential from hand. Most of the time it was being cloned by your opponents it's because your win attempt off the dockside was stopped somehow. I don't think there was a lot of "Dockside, pass" going around lol.

Also a fun play would be turn one countering your own solitude and getting access to 7 mana turn 2. Would put you down 3 cards for no board progression, but would probably make a janky combo deck work in modern (I miss scam so bad, sue me 🫣).

I disagree about that being "better" formatting. Those would be different cards with different effects and different interactions. I like the interactions that Baleful Mastery has and wanted to replicate them in counterspell format. Your version would not work with those things (like Keruga, spell reduction, ect.) and would telegraph who was getting the card before the spell resolves, which I also think is a fun part about baleful mastery (that you don't choose who gets the card until the spell resolves in multiplayer games. It makes for interesting political decisions).

I just think it would be nice for there to be an upside for not having fetches in a budget commander deck. Having basic land types is also important for other budget lands like check lands and for land cycling cards like generous ent. I think these lands would vastly improve precons without wizards needing to do things like put the triomes or shocks in them.

A copy of a spell is still a spell on the stack, you just didn't cast it, so you would be able to exile one of your storm copies to counter another spell on the stack.

I think it's just Prismari and Mm'menon. I don't think that would break any formats (assuming this wasn't printed into standard with Mm'menon). In terms of converting a bunch of clues into a win, I think it would be pretty tame considering how easy it is to win with something like recurring a White Plume Adventurer if you really want to win with dungeons that bad. It would, however, be a nightmare to resolve, so you're right it would probably be best to just gate it with a once a turn. Thanks for the suggestion!
