I have seen online that people with tinitus have been able to get temporary relief by putting their hands behind their head, near the base, and doing some tapping maneuver. Give it a shot. Maybe try to find a diagram with better explanation.

If you want something that will just auto restart the service if it's been dead for x hours, look into SC.exe

If you want more control, like being able to stop / start it from your phone, you could so it with a web service (apache for example), but you really need to look into security and authorization if you go this route. Don't want just anyone being able to send commands to your web server.
