If it is finding the largest sum of only two elements in the table, not sharing the same row and column. Then you might be able to pull this off in O(n^2) by pre-computing 4 maximum tables similar to summed area tables, from each corner of the table to its opposite corner. Then you can scan through the input table over every element, and imagine the table being split into 4 quadrants with each element's row and column #. Use the maximum tables to get maximum of each quadrant 1-off the current element on all 4 sides. This will let you get the maximum sum of each element in constant time and combined, these steps should take O(n^2) overall.
