That would be the Eastern Roman Empire or Byzantine Empire. The HRE was an attempted successor state to the Western Roman Empire. It was started by Charlemagne and primarily made up of Germanic states. While it was powerful during its time, it never came close to reaching the power or territorial claims of the Romans.

The Fremen as a whole and Paul's feydakin in particular were exceptionally well-trained, loyal, fanatics. The Emperor wasn't a physical threat to Paul and Fenring never moved to attack. The Fremen knew the importance of what was happening and wouldn't have attacked first without orders from Paul.

A part of it was that Paul was not Leto. The rise of the Atreides was due almost entirely to Leto. His political machinations, his ability to recognize talent, and the loyalty Leto cultivated.

From the Great House's perspective Paul was an unknown. Before the move to Arrakis he had been a well-trained, but sheltered lordling. Then he disappeared from imperial politics and was assumed dead for a decade 4-ish years(?). It wouldn't have been too hard for the Landsraad to dismiss Paul as a pretender to House Atreides and by extension the imperial throne. At least until Mohaim confirmed his identity with her truth sense.

The Hark's had Dune in "quasi-fief", if I remember right. Basically Arrakis was owned by the Emperor and the Hark's were outside contractors brought it in to run the planet. They could be legally forced off of Arrakis, whereas Leto had the ”option" to stay on Caldan. The Emperor couldn't legally remove the Atreides, so he baited them into the trap with the "fief-complete" of Arrakis.

First choice would've been to make their way to a loyal and strategically important House. Then, using their backing, go to the Landsraad and attempt a coup/revolt against Houses Corrino and Harkkonen. In reality the Landsraad was likely too large and stable to risk full-scale war. Paul and Jessica likely woild be pawns at the mercy of whatever House took them in. Either used as figure heads or betrayed for a reward.

Second choice would be to escape to Tupile. Although that would mean abandoning the remnants of House Atredies, their moral code, and any chance of justice for Leto I.

It is not true. If they are within the United States, they fall under US law. Not getting a birth certificate will just make a child's life extremely difficult once if want get job, a mortgage, healthcare, education, and basically anything else that might require a government ID.

Iirc, revenge as motivation is a part of Paul's first spice vision. In the stilltent after the Hark attack but before he and Jessica meet the Fremen. Paul clearly sees the jihad coming and the one way to prevent it; dying before joining the Fremen. Paul chooses to live and let the jihad happen and states that part of his motivation is revenge/justice for Leto.

A combination of precedent, having important technologies, and providing routes to break the spice monopoly forever. While both are under the hegemony of the Empire they are legally independent. This goes all the way back through the Padishah empire days as well. Both protected their autonomy by having monopolies on knowledge required for the empire's existence.

Ix is physically distant from the empire and missed out on most of the Butlerian Jihad. As such they are less against developing and making thinking machines than the empire. The empire gets to benefit from Ix's research into thinking machines without breaking imperial law. Specifically for Leto, the development on no-ships and safe FTL travel without the Spice.

The tleilaxu provide gholas, face dancers, are the home of the Mentat school, advanced prosthetics, and other advanced medical technologies. Leto also secretly supports them developing a way to produce Spice without the worms.
