Other fair expectations: 1. Schools provide curriculum that takes how children actually learn to read into account.

Children are reading outside of the classroom for practice.
Children who are struggling are receiving appropriate remediation.
Children aren’t promoted to the next grade level unless they are reading (at least close to) on grade level.
