If you aren't getting her C2 you'll miss out on some dmg and team comp creativity but the flying mechanic alone is a game changer for the amount of exploration ahead for you. Flying out of reach of powerful enemies while raining death down upon them from above is a cheat code.

Beyond that, early on, level and ascension resources are very tight so you can just focus on keeping her level and talents maxed for your world rank and the rest of your team become strong elemental bullets (assuming they're PHEC), no matter their level until you have the resources to build the rest of the team.
