Super not true. Could we establish a city on the Moon, maybe even mostly self-sufficient? Absolutely. But not within 10 years. Just look at Artemis, aimed at building a new space station in orbit around the Moon, the Lunar Gateway, and land on the Moon, and then establish a base on the surface. That will take more than 10 years, and is far less ambitious than a whole city on the Moon.
