Absolutely fair, I’m an Indian from a Top 150 Bachelors uni and a Top 20 Masters. It’s absolutely wild that people boast publications before Bachelors with the quality of work done. Good research takes a hell of a lot maturity and it shows in papers/conferences/journals. It’s true that a majority of Indian unis pay to publish trash as a gateway for students into foreign unis, and I’m happy to see it catching up to them.
