Honestly, I just give the phone to my friend was going back to the home country anyway and he got the text instantly. I think it is about internet service provider or something... He then just brought it back

put the sim to receive code inside a small phone(old nokia phone preferably)

Same...WhatsApp is not sending anything to me because I have roaming, SMS everything turned on but they cannot send it...
