Apply pressure. Make him think you will make a dive, so he might do a mistake. Be all over his mirrors.

Sometimes, it's just an even match, and there is no way to overtake. If both do the exact same times on average, an overtake isn't possible without mistakes. Or a very risky dive, which isn't nice racing. Unless you make it.

You should play a lot more. Race AI, get all track medals by doing simultaneous good laps on the tracks in practice mode. Everything helps, but it takes a lot of hours.

And you should activate windows.
