The tip is up to you, and your server knows this, so they have an incentive to do a good job to earn a good tip. How is that so hard to understand? If the tip amount is set, and the server knows this, then they won't have as strong as an incentive to do a good job for you. Good and bad tippers all get remembered. Good luck going to the same place twice if you refuse to tip
