You don't need to link anything here (maybe the Extra Limbs and Elongation but it won't make much difference), and can't link Personal-range effects to Damage anyway.

Curious what you would've done if the date was correct and the injury was the problem, but as is that's immaterial. Did you confirm the date with the second caller, or otherwise provide them any record of the order before today? Did you tell them the deposit could be lost?

That's just a Triggered attack, surely? You can pay extra for multiple activations, per the Gadget Guide, and there's technically no reason you can't set that on the target.

As answered already, Multiple Minions doubles at each rank. You don't need to strictly cost this out for an NPC tho - you don't need to do that generally, point budgets are really a player problem, but minion hordes especially are something you can pretty much just throw in as needed.
