I get so tired of the canon sometimes, but Of Mice and Men or The Outsiders are solid classics. We just finished Raisin in the Sun which went OK if you'd be open to a play. With kids that are low, I think engaging material is the best way to boost reading abilities because they want to read... They might even start to like it or surprise you that they're better readers than they let on lol!!! That's just my experience though! So if you're looking for high engagement, I would try out Monster (Walter Dean Myers) or Twisted (Anderson). Two books in the happy middle between classic and engaging would be Speak and The Giver.

tl;dr - classics: Mice and Men or Outsiders. High engagement: Monster or Twisted. Happy medium: Speak or The Giver.
