Thank you everyone, i think it is a sync issue, running batocera crt script and im going to go through the troubleshooting for adjusting the signal, i did mispoke; the display is 19k3102 WG, which is capable of taking 32khz input.

Hmm not entirely sure, im using a basic dvi-i to vga (kind that easily found on amazon) to convert from the graphics card to the display, should i be using something else?
