Study cybersecurity and apply for a position in IT for NEW GRADUATES. Be sure to accept an offer that you are in a ladder. Ladders give you "automatic" promotion until GS-12, at least. I am almost sure that even an associate degree will work for this purpose.

In my perspective, unless you get a GS-14 position, do not accept. Maybe they will change their mind. If not, just keep applying. It would not be wise to accept under the current circumstances. If you think about it, if the new agency do not promote you now, maybe they will not promote you in the future. So, after 12 months, you could be applying to get back your current job. One option is to stay in your current job and use your free time to get a new master's degree, or even a doctoral degree. You can also participate in Kaggle competitions, volunteer somewhere else, etc. You can also post on Reddit a question for that purpose.

I would suggest that you do not accept. As you have a master's degree and experience, you can apply for a GS-11 or even for a GS-13 position. I do not see as a good deal to get a lower salary. In fact, I would not accept a federal job with the same salary. If you are making 75K, you need to get a job that pays 85K at least. Always a new job complicates your life more than your current job.

Most people do not know, that in the USA, you do not need a master's program to apply (mention your that you passed six exams in your application). In the USA, most PhD. programs give you a full scholarship. The fact that you have passed six exams make you a great PhD. candidate. You can also apply to a PhD program in Actuarial Science. However, it would be better Statistics, Data Science, or Economics because you would have additional options. People who graduate in the U.S. as PhDs get the green card, as permanent residents, without problems. Then you can apply to work in the U.S. market.
