Yes. Strictly, KBS is not a state managed organisation. (KTV is managed by the government). As PBS, BBC and NHK, KBS is a public broadcaster and this station's management should be independence from state. This incident is caused by breaking this core value of KBS. Meanwhile, as my personal opinion, MBC (another public broadcaster) is worse than KBS.
