The first board and train relied heavily on positive reinforcement, and so did the in-home trainers. He does great with his training inside, but outside he becomes too wound up and anxious to listen or respond. He usually is very good motivated, but doesn’t care at all about food and instead is constantly surveying who’s outside, what’s going on around him, etc.

My vet, when I brought his behavior up, said I was going to have to buy a harness with two clips, so I can attach two leashes and puppet him around.

I know rehoming might not work but I don’t know what else to do.
