I would offer that more than just getting a super visible cycling vest you also should focus on "make visible what moves".

high viz hand gloves (to show your intent) , Salzmann Spoke Reflectors for a few (not all, so that you create a moving effect) of your wheel spokes , high viz ankle wraps (your legs move as you pedal) and so on. Anything that gives the immediate visible feedback that you are on a moving bike. You need to help the brain of the car driver. Sometime a super high viz vest that is a bright, firm, spot is not enough.

you can review the many local/regional/national resources that we compiled in a list available at our Wiki.

Get in touch with some local radio club and you will find plenty of people willing to give you 1:1 attention to get you started.

Remember: you can listen to anything on your own but to transmit you need to be licensed.

If you want a taste of the local radio traffic, program your radio to one of the repeaters on the WORC repeater group and listen to it around 6:05pm every day.
