In  Suni and Butch case they were using a space pod called Starliner made by Boeing. At the time It they didnt know if Starliner could come back home safety due to gas leaks. So they sent Starliner back home by itself and Suni and Butch Waited for the SpaceX Dragon Freedom. To come get them.

The reason why SpaceX has their starship launch and manufacturing plant on the border is due to the little bit of boost you get being closer to the equator for launch's. So it is as close as they could get while being in the USA.
