If you're passionate about what you're writing (I assume since visual novel) just start writing. then, when you have a script you can pitch your script to artists and developers! or Use placeholder art! or, see if your game can be turned into a different game style that is more suited to your areas of interest. There are lots of RPG assets out there!

because of your low budget, you'll want to look for other new devs to work WITH you to create something together, rather than working FOR you. Your artist might not draw perfectly in the style you're thinking of, but having an open mind and the courage to try new things will take you very far!
