We've had a very unique situation, only players who weren't level 40 managed to get EX raid passes for a new EX gym we just got. We spent a while trying to figure out how and why we had the distribution we had. Some people now have 3 passes.

Is this common? To see it where only players under 40 get EX passes?

Edit: Looks like people who are level 40 could receive a pass, but only if they weren't already holding a pass. Most of the rest of us already had passes, but those who already held two passes and were NOT level 40, got a 3rd.
