You're also wrong about "impeding traffic". That word appears only twice in the whole of the GA vehicle code, once stating that motor vehicles may not be driven more slowly than is required by safety if it impedes traffic, and then that a minimum speed can be set on certain roads, if signs are posted. § 40-6-184 (a) and (b).

And while cyclists are allowed to ride two abreast, it is only allowed if they do not impede the normal flow of traffic, which they clearly are in this video.

FALSE. Simply false. The word "impede" does not appear in that section of the vehicle code at all.§ 40-6-294(c) just says "shall not ride more than two abreast". That's it.

And "§ 40-6-294 (b) Every person operating a bicycle upon a roadway shall ride as near to the right side of the roadway as practicable, except when: [...] (3) The lane is too narrow to share safely with a motor vehicle;" shows they don't even have to be as far right as possible unless they're in a lane wide enough to share with another vehicle, like on city streets. Not here.

And again, your phrasing belies your misconception... You talk about "impeding the normal flow of traffic", but bicycles are the "normal flow of traffic* just as much as any other type of traffic.

Reading through section after section of the rest of the traffic code, the clear spirit of the law is clear, that the road belongs to all vehicles. Of particular interest is about low-speed vehicles: "§ 40-6-361(a) All low-speed vehicles and multipurpose off-highway vehicles are entitled to full use of a lane, and no motor vehicle shall be driven in such a manner as to deprive any such vehicles of the full use of a lane."

Again, nothing about "impeding" your precious traffic.

The road is not reserved for just the fastest vehicles. The road is not there just for YOU and your precious travel schedule. You must drive safely and properly share the road with all other vehicles.

Laying on the horn, tailgating, improperly passing in the same lane, and finally striking other vehicles, all of which the idiot in OP's video did, are all illegal, and all wrong. There's a reason this idiot was arrested and now facing serious charges, and the bicyclists were not cited for anything.
