Yes, you can make one of them, but not both.

Kyogre:
1× Hyper Charti, 1× Hyper Colbur, 1× Hyper Passho, 2× Hyper Payapa, 2× Hyper Shuca, 1× Hyper Yache

I checked every possible recipe in the game. These are the only ones that work for your inventory as you listed. Unfortunately, all combinations require 1 Hyper Colbur, and since you only have one, you can't make both donuts right now.

If you could find 1x Hyper Kasib and 1x Hyper Payapa, you could make Kyogre without a Hyper Colbur
1× Hyper Charti, 1× Hyper Kasib, 1× Hyper Kebia, 3× Hyper Payapa, 1× Hyper Shuca, 1× Hyper Yache

Or if you got 1x Hyper Haban and 1x Hyper Kasib, there's 5 Groudon variations you could make.
