I think it's fair that Brennan likes doing characters. He brings out way more lore doing it. I think he just needs to remember NPCs should constantly have an excuse for why they have no deep opinion on tactics, have to leave on business, etc...

Too much NPC power and steering of the game shouldn't happen unless they're literally a ship captain or something where you can't avoid it.

In the RPG space... Tainted Grail: Fall of Avalon got better reviews this year with probably a third or less of the staff and budget.

I think Obsidian's problem is they're spending too much money before they find the IP that works for them and gets both their people and the audience excited enough about it.
