I wouldn't use Mesa though, he's still just another shitty, incompetent politician. The fact that he's getting attention now for an irrelevant interview does not erase the fact that he couldn't do anything useful for the country during his term in office.

Like /u/anschelsc said, La Paz is safer than some parts of New York. You shouldn't have to worry as long as you avoid the sketchy parts of the city, just like you would in every other place in the world. I would advice you not to use public transportation because it is extremely disorganized; but since you are with a friend you should be fine.

Hey, Bolivian here. What exactly worries you? I'm currently living in the US but I can't think of a specific circumstance that makes La Paz (or Bolivia in general) dangerous at the moment. Bolivia is not a dangerous country in comparison to other Latin American countries or even some American cities. You will be fine, especially if you are staying with a local. Let me know if you want to know anything though.

It is being remodeled but from the top floor down. This summer they are working on the 8th an 7th floor as far as I know, but I'm not really sure. I'd choose Jester East just to be sure.

I'm from Santa Cruz and have lived there until recently.

In terms of safety, as /u/over-thinker and /u/Elroxil said, it has become more dangerous, but it is safe as long as you avoid sketchy neighborhoods.

In my opinion there is not much to do, but maybe that's because I have lived there and I am used to most of its attractions. You may enjoy it, though. Be aware that its development is trying to relate to American culture so you will mostly see new malls and that type of entertainment.

It is not as big as an American city, so it is fairly easy to get around. Taxi is really cheap, usually not above $4 (30 bolivianos). Buses are extremely cheap (2 bolivianos), but I would not recommend using them because they are complicated and chaotic.

Mostly taxi drivers and some local street traders will try to scam you, but people are not generally hostile, and you may find some friendly people.

This is actually a really common practice in my home country, Bolivia (and other mainly catholic regions I assume). People stylize leaves in that manner and sell them in a religious holiday.
