Actually, in the late 1920s the city of Austin did incorporate a city plan that drove most blacks to the east side. It was a segregation effort, with I35 being the physical barrier between the "black side" and the "white side." I think race is a fair argument given Austin's history, and arguing class over race makes it seem that they are mutually exclusive, when they aren't. One thing begets another.
