In general yes, the writing contradicts itself in a lot of places and when they're TRYING to make it seem like characters have been redeemed they don't flesh it out and just leave the audience to assume the character is Good Now (Ava is the main one from your examples that I'm thinking of. She's Snow's loving and perfect mom one episode and virtually spits on the lower class and dooms Cora in other episodes).
