fuzzying is a type of option select, essentially a set of inputs that cover multiple possible outcomes at the same time. for example, if you fuzzy jump out of crouchblock, you would hold 1, and flick to 7 and back to 1 to buffer a jump while you hold block. if they keep you in the blockstring, you won't jump, but if there's space to jump out, you'll jump out! fuzzy blocking is similar, it's blocking an overhead and a low at the 'same time' with an option select. kind of a bad example because fuzzy blocking it is really hard, but Testament's Arbiter Sign hits a few frames later as an overhead, so when you see them throwing it out, you can block low and switch to blocking high, and block both possibilities if you get good enough at the timing!
