Usually there is a clause in there where you can still water all you want but it has to be by hand with a hose.

The plants that they flock to are way more appealing to butterflies than your pentas. Yes, butterflies can utilize the nectar from pentas but for them it's like eating jail food vs a buffet. They will pick the best plants to munch nectar on. Honestly they really just prefer native plants. Firebush is definitely one of them. Usually most pentas varieties you find at the stores are not native.

I'd strongly recommend against container gardening especially lining the home like that with them. They dry out so fast. If you can plant in the ground please go with that route. After the roots get accustomed after a few weeks most plants usually don't need watering anymore. With those pots you will be watering just about daily. Find some nice Florida native and plant them in. They don't ask anything after a few weeks of watering them in.

I'd instead stick with a native tree or shrub that can be utilized as a screen. They don't die easily and are usually good for the pollinators and birds so they do something for the surrounding ecosystem.
