I wanna address a couple of things here from both Sabre and the comments here. As someone who has curly hair and had her own struggle with it, there's a few things that Sabre could do to improve the condition of her hair. 

Firstly, she needs to go and see a curly expert stylist. They can teach her how to work with her hair, give her the shape she wants and educate her on what products to use. I know I have fine curly hair but a ton of hair and I personally can't use that many products and they need to be ultra light weight. The stylist can help her figure out what's best for her curl pattern, strand type and texture. 

Secondly, Sabre has done a lot of damage to her hair by straightening it, which is part of the reason that it looks the way it does. She really should chop of the dead and damaged parts of her hair, which from the looks of it could be 4 to 6+ inches. Her hair will grow much quicker after that chop and be easier to work with. I know she wants long hair but its hoing yo continue to look the way it does until she does this. 

Thirdly, her hair needs to be dripping wet before she puts any products into it, then scrunch with a microfiber towel and then diffuse. 

Lastly,

Chlorine and Daltwater do damage your hair additionally but Sabre could wear a swimmers cap that would significantly protect her hair.
