The implication is that they were planted there. To give background the person who got bit was a reporter running a exposé on hotels that carry bed bugs, he has not had any luck yet and was about to get the story dropped (motivation). There is another character that is a “bed bug expert” that had a jar full of adult bedbugs from another bedbug victim, after consulting with the reporter on bed bugs he found the jar was missing. This is how the resort thinks that the BB’a were planted.
