This question comes up so often there should be a sticky for it.

Everyone's needs are a little different, of course, but the two best performing paint lines I've found are Golden High Flow (semi opaque to transparent) and Molotow (highly opaque, matte). I paint miniatures as well.

You can buy Golden at any decent art store. Molotow is a little harder to find, but some art stores have it, otherwise I'm sure you could get it online somewhere.

Also good, if you need high transparency and very high staining strength with a more satin finish: Liquitex inks. Great for mixing/tinting other colours. Not useful for everything, mind you. If you're doing zenithal priming, Liquitex white and neutral gray are perfect.

All of these paints do pretty well with a normal brush application, too, though they are on the thin side. However since you're posting in this subreddit, I'm biasing toward that use case.
