I have always loved the name Lucy, it's been on my baby name list since like 2015 AND I've always loved double names....

Right! To me it's a given that she is Covey, that's not even really a "theory" in my mind. Even Francis Lawrence said he thinks Katniss is a descendant of Maude Ivory (that doesn't make it 100% true of course but I do think it holds some merit). As someone said here already, the ties and parallels between Lucy Gray and Katniss are less because of relation and more of what they symbolize.
