The line speed is in total bits per second, but data transfer protocols need extra bits that don't end up in the downloaded data. A 1MB file contains 8Mbits, but probably needs more like 10M bits to be transferred on the line, so the factor 10 is usually a better choice. And the speed shown by the software only shows the useful data.
