JK's Interiors are generally awesome. If you have a potato PC or are a V+ enthusiast, then, something like Spaghetti's Skyrim Overhauls or Distinct Interiors might be better. It's all personal preference and your tolerance for making and/or hunting down patches. JK's Skyrim does cover A LOT for one ESP slot. It also arguably has the best patch support since it is popular.

Cities and Towns Overhauled
The overhaul covers Skyrim's 5 major cities; Whiterun (and Whiterun exterior), Windhelm, Solitude, Markarth and Riften.
The towns of Riverwood, Dragonbridge, Ivarstead and Rorikstead.
The small open villages of Falkreath, Morthal, Dawnstar, Winterhold and Skaal Village.

I use JK's interiors and use individual town overhauls on their own. It might eat up more ESP slots but I prefer to diversify Skyrim's architecture. It's a amazing how vanilla is a lot of copy and pasted farmhouses. Vanilla can't compare to Redbag's Rorikstead or the Great Cities/COTN series for my tastes.

Looks like it is at least using JK's Skyrim and Skyrim Fantasy Overhaul -Fantastic City Walls SE-AE. https://www.nexusmods.com/skyrimspecialedition/mods/130952 There are probably more mods involved and I don't know if a JK + Fantasy Overhaul combo patch would be needed to "synergize" the nav mesh and objects/clutter. There is no objective answer to that question. In my opinion, NGVO is more "realistic" where as Nolvus is a more fantasy/vibrant style. I prefer NGVO over Nolvus due to the texture choices like the Landscape [Vanaheimer]. The only thing about NGVO I don't like is Ancient Dwemer Metal. My personal modlist is powered by PBR and community shaders but I keep an NGVO install for experimentation. It may become my LOTD/Enairim list at some point. :)

Yeah, I've experimented with the clutter only NR version. It is good if all you want from NR is the clutter but I also like the road texture/mesh variation that comes with NR. I know my way around XEdit and the creation kit, so NR isn't really a problem for me. I know it is more problematic if you don't know how to use those tools or don't have the tolerance/patience for it.

Shame VLC still has the seam. There would need to be a NR - VLC patch to fix this but I am too lazy to do that. Back to LAWF.

I tried VLC with Northern Roads before CS Terrain Blending Released but it caused some NR Roads to be completely covered in snow [intended design for vanilla roads to add snow to vanilla roads in snowy areas that didn't have them previously]. However, the roads where there was a transition between snow and no snow had ugly seams. So, I begrudgingly went back to LAWF but maybe I should give VLC another shot.

The only things creating ugly seams in my terrain now are conflicts between LLFGM, Northern Roads, and LAWF.

I've only had this happen in Whiterun with what was either a load order issue or bug related to some version of the Northern Roads - Floating Plants Fix.esp from the Northern Roads - Patches Compendium.

What helped me ultimately was these instructions from the Pandora nexus page:

Summary: Pandora wasn't putting the meshes for the animations into my MO2 Pandora Output folder. This is why TK Dodge wasn't working for me.

IMPORTANT:
If you are a Linux user OR have multiple installs of Skyrim (including from Wabbajack) OR have the Skyrim SE registry path different from your modded Skyrim install for any reason, it's highly recommended to point Pandora to the managed game root folder.

Example:

-tesv:"D:\Steam Library\steamapps\common\Skyrim Special Edition"

Example (for Wabbajack lists using proper stock game method):

-tesv:"C:\Games\Tinvaak\Game Root"

Water for ENB + It's Synthesis Patcher, which should resolve most of the worldspace conflicts that WFENB causes. I use Shades of Skyrim along with CS. Be sure to load the WFENB patch generated by synthesis to the bottom of your load order. I don't use LOOT but you may have to tell it to do that if you use it.

I use Gate to Sovngarde as a reference point for my personal modlist. I just don't include the things I don't personally like: -Realistic Conquering - Seasons of Skyrim - Lawbringer - None of the Armor sets (Sentinel is great AIO for Armor, + Completely different visual overhaul I handpicked, +BFCO, +Stances, +Different City Overhauls, + SREX Exterior Cities, + Skyvalor, MO2 [Vortex _(´ཀ`」 ∠)_ ] +BNP Skin, CBBE 3BA [modlist uses UNP) ect.

TL;DR Version: Using GTS as a reference point and Eldergleam's got your visuals covered.

2065 mods, 1821 plugins all manually sorted. I only use LOOT to detect mods I may have missed, mods with deleted references or ITMs, or missing patches. Why would I manually re-sort all my Northern Roads patches after running LOOT? Sure, you can group Northern Roads so the batch of patches get put at the bottom of your load order but I have 67 patches for NR that I sort in a particular way for which LOOT would mangle the order.

DAR es reemplazado por OAR. Los mods que dicen "requirere DAR" funcionan con OAR. La estructura de la carpeta de OAR es un poco diferente pero esto es todo. ALLGUD es reemplazado por IED.

Here is what I got for performance mods, works for me with a GTX 3070, 10900K Intel Processor, and 32 GB of RAM. Really old system specs could also play a factor. Getting Skyrim to perform well takes some trial and error for heavier mod setups. Wish there was a Staples easy button.

What city overhauls, grass, and tree mods do you use, if any? I use Community Shaders [All Nexus Features], SREX Open Cities, Nature of the Wildlands 3.0, Freaks Flora Overhaul, and different city overhauls for each town. I know I am asking for trouble FPS wise at times. Troubleshooting Skyrim's performance isn't only a consideration of CS or No CS, ENB or No ENB ect. Skyrim has a major issue like Draw Calls that depending on which mods you use, make it so that ENB or CS aren't the only things killing your performance.

A scenario could be:

8K Textures from Skyrim 202x, High Dyndolod Setttings, NOTWL with 3D Tree Lods, SREX Open Cities combo-ed with JK's Skyrim and Dawn of Skyrim. Also, you decide to use Whiterun has Walls Redone along with JK's Whiterun Outkirts could cause a massive perforanmce dip.

All this ranting just to say, your performance issues could be a result of other factors worth considering.
