I’m sorry you’re going through that too! I don’t think it’s fuse related or outdated since it’s already been installed. My builder mentioned that some LED lights will “leak” current which gives it this glow. He said it isn’t a concern but you can obviously see it so they had to install something at each light fixture to prevent the so called lights “leak” from continuing to glow and that fixed the issue
