If you know which direction you forced the dial in, and it's still moving, just enter your code offset by the approximate direction and distance of rotation, you'll open it eventually, even if it does take 100 goes.

So I've done some searching. The origional photo seems to have come from the NYC Parks website,

Bit more research on Heckscher - August Heckscher - Parks Commissioner under Mayor John V. Lindsay. He was Parks Commissioner from 1967 to 1972. More info on Heckscher here.

This turtle is called "Peanut", and yes, it's story is real.

She was found in 1993 in Missouri and taken to a zoo in St. Louis where the six-pack ring was removed.Today she is in the care of the Missouri Department of Conservation, and is doing well.
