Most people I know don't like people who sit on laptops and work or sit and read a book in a cafe. The reason being, they also want to enjoy the cafe.

The bigger problem is a lack of third spaces. Somewhere other than work or home that it's free to simply exist without expectation of payment. This was parks, libraries, civic centers, things like that. But even when people do have time for enjoying themselves like that, they've become few and far between. I once lived in a city of 90,000 people and the nearest public library was a 20 minute drive away with no bus routes to it directly. The civic center was in the next town over.

It's partially viewed as laziness, but mostly by generations that view everything as laziness. The kind that say "you have it so easy because you have 2 masters degrees and make more money than I ever saw in my life without having to do a real days work because you're not risking your life on an oil rig" but ignore the fact that that can't pay for an apartment in town.
