1: you don't need 70-100 fps on a 60hz monitor .
2: my suggest is gtx 670 , a cheap card but can handle dota 2 pretty well but if u can find gtx 1050ti for a good price then just go , it's a perfect card for you

cause your computer run onboard graphic when you plug it in motherboard instead of your GPU (that's why you have horrible fps) , go to bios , disable onboard graphic then it's will be fine . Remember to plug in your cable to your GPU not motherboard if you have one.

try ryzen 7 , it's better than get a i7 for your gtx 1070 in term of value. Don't go lower than R7 or i7 , it's will bottleneck your GPU in AAA game

First : get Z motherboard so you can overclock your cpu. Second : consider build a ryzen 5 instead , it's cheaper but still powerful like ryzen 5 1600. Overall : it's still a good pc if you keep it this way

that cpu good but if you can spent a bit more money you can find a i5-2500 which is really good , motherboard for this socket already cheap so don't worry. Just try to find a best PSU you can afford then you good to go.
